Ruka has more recently risen in the "potential victim" spectrum of Eddie's chessboard; given her proximity to certain gentlemen trolls and her specific power set (insofar as much that Eddie knows of it), she's a paradox victim/danger. While Eddie himself harbors no authentic ill will towards Ruka -- she's still sharp as always, still interesting, which he finds palatable -- he nevertheless cannot deny her growing potential (but passive) use against his other pawns. The clockwork mechanisms tick away, and she's brought closer to a catalyst hour.

Bradbury's interest in Ruka is limited to her being part of City Hall (if only tangentially) and of course the fact that she's a young lady, meaning she's essentially cemented as Someone To Be Protected. The impression he's gotten is that she's very serious for her age, which could be caused by any number of factors, and he's a little weirded out that she's in City Hall at all (omfg Mitch stop roping kids into gov't work).

At this point in time, he doesn't know her very well, and there hasn't been much impetus to Get To Know Her Better (she doesn't seem like a problem child, so she doesn't seem to need adult intervention) but Only Time Will Tell if that changes...
