Okay Blue isn't allowed to die anymore either.

Old Blue was definitely someone Ruka had a lot of respect for, and lots of empathy—she wasn't ever as frail as he was at that time, but she knows what it's like to be relatively useless and being a burden on the people she cares about most, and how awful that was, and she felt that the same sort of restlessness and potential for self-disparaging was there in Blue, too. It's part of why she didn't really start connecting with him until he was more where's wagon-chan than That Guy Who Lives Here. She's still really grateful that he trusted her enough to, uh, let her bully him into sharing his memories with her, and he's definitely up there on the people she misses most.

AS FOR NEW BLUE, Ruka's still pretty adamant that he doesn't have to follow the exact same life path that Old Blue followed — part because sob she doesn't want to see him get shot in space by Kissu, or become as frail as he could. He's stronger in a lot of ways, but she thinks that New Blue doesn't quite yet have the same steadfast emotional strength of his future/past/dammit time self. She wants to help him out as much as she can, but at this point she's not entirely sure if she has anything left to offer him that WILL help him.
