Her hair confuses everyone. Even the animators can't get it right all the time. This icon is actually the, um, icon that is most accurate to her character design. Basically she has short bangs, fringed by two really long segments that are still bangs, and her ponytails are supposed to rest, like, a couple inches above her forehead.

Japanese fanartists just move them to the side anyway.
