How did he get involved with Cobb? OR IS THIS CANON THAT I HAVE FORGOTTEN?

Okay so he met Cobb when he was in the military because Cobb and Mal were both civilian consultants for dreamsharing tech. They both saw the potential in Arthur, who left the military shortly afterwards, but he continued to do dreamshare tech - mostly legal work, security work. When Cobb came back from Limbo, Arthur was there. When Mal died, Arthur was there. When Cobb fled, well, you get the picture.

Absolutely. Four year stint at Columbia, and then he joined the military.

Where did Arthur learn Japanese?

After he left the military, he started studying the languages of business - French, Japanese, Cantonese, because he knew that he would be dealing with businessmen. His Japanese improved when he lived in Japan because of the Cobol job.
