Would there be crime if people were intelligent enough to reorganize their governments and ensure everyone had enough?

They don't have to be that intelligent. And there are more sources of crime than simple need, though perhaps it would cause a lot less petty theft.

Emotion would still exist. And that seems to cause enough cruelty and crime on its own.
