When he saw her fighting Father Times, he thought she was a girl in trouble. She turned out to be anything but, and the way she handled herself in that fight meant that Julian respected her from the start. He is profoundly unlikely to ever show this in any tangible way, beyond that he’d fight with her again and probably listen to her if she said there was trouble of some kind. He threw jibes at her about Batman, because the level of secrecy that she and the other Bat-related people in the City throw out makes him roll his eyes. He doesn’t see the point of it, not among other heroes. He would fight tooth and nail for the right of superheroes to remain unregistered, to avoid being accountable to governments or states, and to maintain enough safety that they won’t be attacked by people who have grudges against them, but this wars with his belief in the superiority of superpowered people. He thinks there’s a difference between staying safe and running scared, and that the extent of the Bat-people’s secrecy makes them look afraid rather than cautious. That’s why he’s derisive about the secrecy that the likes of Batwoman and Red Robin exhibit. However, he has also encountered Batman a few times, and it’s fair to say he doesn’t like the guy. Batwoman implied she was at odds with him, and while Julian was trying to push her buttons to find out more about that, the truth is he wasn’t making fun of her. If she’s at odds with Batman, that makes him like her more. There are things he obviously disagrees with her on, but his main feeling about her is that he quite likes her, and thinks she’s on the warmer side of trustworthy. Also, he assumes she feels the same; if she doesn’t like him, he hasn’t worked that out yet.
