i may have utterly failed at this meme but i'll at least give this one an answer

Kanaya does't especially blame the police or the Superjail for Terezi's death. That said, her opinion of them isn't particularly high, and level of her confidence in them is subterranean. She isn't used to deferring to adult authority, but she's still done her best because she wants to be multicultural, though when they fail she sees it as justification to take matters into her own overly violent hands when matters call for it.

That said, she suspects that this failure on their part may not be due to any inherent problem in their organization, but that Gamzee's very nature makes it difficult, if not impossible, to effectively contain him without his consent. It was a matter she put a lot of thought into herself before she was canon-updated to the point where she felt moirality would be an option, and even when you can manipulate space it isn't something easily achieved.

Gamzee just ruins everything, and the Superjail's effectiveness is included in that, she supposes.
