Yeah so, Max did still determine Terry's secret identity, but his identity was, you know, a bad guy, but bad the way Owlman is - saying he's bringing order through tyranny, etc. She didn't object, because part of her thought well what if it works huh, and through a series of him manipulating her and her willingly offering her services she became a tech support part of the team, though she was kept consistently very far out of the loop and basically just used by them.

In such a world, when she came through to the Hive she didn't really know what to do. Owlfamily doesn't exist at all (at least in her universe) so Owlwoman never even occurred to her, but she slowly returned to her old job, anonymously offering her tech support services to the people who will advance her and her old Owlman's mission (keeping everyone happy through complete control) and building up an intelligence network. Since she's only been here about four months she's still not super set up, but she's well on her way to essentially being a tyrannical Oracle.

This does mean that she sort of toes the line - if your character is one of the good guys but she thinks you can be of use in taking down a bad guy who threatens her mission, or she thinks she can manipulate you into advances her agenda, she'll help you. She tends to remain completely anonymous, but occasionally uses two separate identities - Nyx when contacting bad guys, Delphi when contacting good ones.
