Norman's kept his distance with Spider-Man in the City, obviously, and while in part that's due to the whole BND-identity-he's-not-the-same-priority-as-he-was thing the other part is that Norman just wants to be very careful with how he engages with Spider-Man since he views the City as such a contained area in a way he doesn't view New York. His reputation is in relatively good standing here -- some hiccups aside, of course, coughs -- and he wants to keep it that way as long as he can. Therefore any Spider-Man or Goblin business has to be subtle and thorough. It's been a long time building, though, and Norman gets more and more impatient the more times passes because it's still Spider-Man, he's still resentful and angry and craving if not revenge than at least to fuck up Spider-Man's life a little, and now that he has less things calling his attention elsewhere he can really get hyper-focused on his enemies again.
