Her other half, the yin to her yang, chocolate to her vanilla, etc etc, even after a separation of a couple years, he's one of the most important people to her and how much she cares about him isn't going to change.

Because of losing him for so long, of losing close to everyone else after that, and because of just how much has happened and affected her in those (and due to) those absences, she's got a lot of worry-fear-anxiety wrapped up around the idea of Rua. She's scared of telling him the gritty details of what's happened, scared of opening up on just how much the City has hurt her. Sure, so-and-so left so long ago, this happened, that happened, this other thing--if it's kept to clinical details, it's fine, but emotionally she's a mess and she doesn't want anybody to see it, least of all Rua, because she's afraid that it might somehow result in her losing him again.

She is a mess.

Though while she has her trepidations about opening up to him, it doesn't change that she would still do anything for him at risk of life and or limb, as to be expected. He's her twin brother, and she loves him, and nothing is ever going to change that. Even if they likely get into weird bickering matches at the dinner table over whatever it is he's building in the garage.
