It must be a fictional version of Joseph Stalin; we have TJ and Hamilton from HBO's John Adams. However they also draw a lot from the historical versions

SO if you can give me some examples of fiction where Stalin exists that you might app him from then you can app Stalin and he can fight with Megatron.
