I think Koltira keeps trying to talk to Scatty because she reminds him of familiar things; like him, she seems out of time with the rest of the city, and she's also not human, which instantly makes her more relatable (<--made that word up). He's also always impressed by people who are skilled in weaponry and anything related to battle/fighting, particularly when it's martial tactics that are, again, familiar from his own setting. He also has a bit of a vampire in him, though not nearly the same kind as Scatty.

He also thinks she's probably the only other person in the city who, like him, doesn't actually have a pulse.
