Jessica's dad, Ned, is a lawyer. His specialty changes frequently because SVH canon continuity is a joke. Ned, along with Jessica's mom, Alice, is basically an absentee parent. Both are workaholics so consumed by their own careers and selfish ambitions, they don't even notice when Jessica's sister was kidnapped and replaced by a lookalike. Ned once ran for mayor of Sweet Valley, but he didn't win. Still, that didn't allow him any more time with his children. Basically, yeah, the parents in SVH are useless and Ned is no exception.
