[ He's not in good shape, because who is in good shape after a bomb explosion takes out half the building? But he's disoriented and his ears are ringing and someone walking away from what he thinks of as the crime scene in a hood and mask, a known fugitive with vocal opposition to a controversial bill that's yet to be passed?
Maybe it's jumping to conclusions, but he's not taking any chances. ]

[ He wasn't the one guilty, but the person who was, they were getting away. It was his quarry. He wasn't giving it up for this man. ]

[ The crack of the warning shot he fired was loud, but to his own ears it sounded distant and muffled. Still too much of a cop to give the routine up, but the next time he'd be aiming to kill, two shots to the heart for security's sake. It wasn't even panic driving the actions -- his hands steadied, surer on the trigger, like the familiar and rote motions dropped him into the frame of mind he needed to be in.
