Okay, on some level; Vector's given up his claim to Safeguard. He died, left Safeguard behind to live in that dimension, as much as he loves the Minicon he holds no further right to him.
But, as anyone his age knows - there's loopholes to logic.
Since Safeguard is here and is recognizing the bond they share - Vector feels that that's a good enough excuse to continue their partnership. It may only last as long as they're in the City, but it's a renewed opportunity to spend time with one of the few precious friends he's made over his lifetime. And Safeguard really is a friend - he trusts him fully and completely and indeed with his own life. And he considers himself the protector of Safeguard; if anyone lays a finger on him? They'll answer to Vector.
In a sense, Safeguard is a weakness to Vector, and Vector recognizes that. However - that whole link they have keeps Vector from feeling completely cut off from Life and Reality and whathaveyou. Safeguard is a link to his mortal side, if you will, a reason to indulge that part of himself and not remain Outside of everything. So in short...he is very precious to Vector.

Safeguard likes it when it's just them and maybe the Recon team and he / the minicons are being dorks and they can get Vector to laugh / be even the tiniest bit of a goof-ball. All work and no play makes someone VERY BORING after all, or so Safey thinks. :P

but he would maybe say somewhere that safeguard brings out the best of him, but not publicly. Seriously, without Safeguard, he'd be much more impersonal - and he will be greatly affected if anyone harms the Minicon. Especially since so long as they have their partnership still going...he feels bound to protect him/guard him/ect. And if Safeguard gets hurt, then he's failed in his duty.
-that does not cover Safeguard doing something COMPLETELY stupid, such as dropping in to water from 100 feet up after Vector's told him he's going to get hurt.
