Donna is trying to strike a balance by appearing harmless (and maybe a bit purposefully absent-minded), but also seeming like a competent heroine -- enough to be taken seriously enough to get close to a certain person, but not appear very threatening or cunning. She is currently on a mission to keep an eye on Osborn's Avengers in any way she can, and she's planning to give Norman very good PR, portray him and his group as a less corrupt, more privatized and smaller-functioning heroic group rather than the big interlink of heroes all around the network. With how cut-throat he can appear, if he even finds her tolerable or slightly likable she counts this as a victory.
